An agent is needed to oversee ramp safety, coordinate with the crew, and handle operational tasks such as door or pushback coordination and ensuring clearances with other personnel. Neither role alone covers the full set of tasks, and having two agents would duplicate responsibilities unnecessarily. One agent paired with the marshaller gives you the minimum, effective crew to manage safety and movement during a power-out situation.
